That pigeon lost a leg to either a predator or some hair/string. Note: pigeons prefer to walk instead of fly. If you see that bird again, the kindest thing to do would be to wring their neck. They rarely survive long after losing a leg. The next kindest would be to look up pigeon rescues near you

Birds usually sleep on one leg. I thought the same thing when I had pet ducks, but it’s just something they do.
