I've mainly seen them in residential developments with a very high opinion of themselves. The signs are apparently intended to catch the eye because they're out of the ordinary.

This is similar to gambling where you bet on with points with a half point. It's intended to keep people from having a draw.

I'm assuming this is a very specific "13 is okay but god help you if you go 14" situation.
