It's quite typical in places that are on top of something else, but have street level access. Like a hotel that is above a shopping centre, an office that shares building with shops with an entrance on street.
And -1 is just the access to garage/parking. Nothing strange at all here, I've had this on my job before.

Yeah but usually they keep all the buttons just disable the ones not in use so nothing happens.
Also -1 and 0 is mixed up.

This is very common in most European countries, street level is 0 floor (sometimes written as G) while -1 is basement first level.
And only the floors where elevator actually stops at are listed on buttons, so if elevator goes from ground to directly 3rd, it will be shown as here. It's according to standard EN81-70.
