Likely you are in a tower that only has access to some floors. The main lobby of the hotel may have access to other, but perhaps not 8 and 9!

I stayed in a hotel in Chicago that jumped from the lobby to the 24th (IIRC) floor. The intervening floors were commerical real estate unaffiliated with the hotel.

Those are the floors guest rooms are on.

There is probably another elevator to access other floors, which are probably some other commercial space like offices

This is more mundane than mildly interesting. Unless you don’t go to many multi level building with lots of traffic. It is very usual for the elevators to only service certain floors and the lobby.
