Yep this should be standard. Here in the UK, it was traditional to pick a marker, like a sign for example and you would say a phrase. You'd start it as the vehicle in front passed the sign and if you got to it before finishing the phrase, you were too close.... judging attitudes to raid safety nowadays, I think this is largely forgotten.
The phrase was "only a fool breaks the two second rule".... Simple and effective.

They have these on UK motorways. Not dots, but chevron arrows, you're supposed to stay two apart.

Yeah I know of some on M62 where the highest point is. Should be more common imo
