Halibut Point in Rockport.
Salisbury Beach is my favorite. Ipswich is gorgeous. Marblehead, Salem, parts of revere beach. Nahant if you can find parking.
If you're on the south shore driving all the way out to the tip of Hull by the high school can be a really nice view

I always enjoyed watching the sunrise @revere beach. It’s empty besides those early morning runners lol
I go there for sunset sometimes, the storm walls on the west side of Hull are also great, in the summer the sun sets over the Boston skyline.
Edit: I’ve only ever gone for sunsets. For sunrise would probably try some walls on the east side or Nantasket beach I guess.
Fort Revere in Hull. Amazing views of everything and a cool little fort to explore.
Plymouth jetty. I've seen some beautiful sunrises there

Sunset is awesome at The Gut. for sunrise, the "free in the winter" parking lot at Nantasket Beach.
You're not wrong.. doesn't matter what's behind you if you've got thousands of miles of water and a sunrise in front of you.

Castle Island . Its not an island but a old fort with seats and walkway. You can see both sunrise over water and sunset over Boston skyline.
Don’t know but the best place to watch the SUNSET is Scargo Tower in Dennis

Came to say this. I had the honor of staying at a friend's place on the beach on Salisbury. I'm usually not a morning person but the opportunity to get up extra early to see the sunrise was too good to pass up on and miss.
My wife and i set up or chairs on the beach and when we saw the sunrise, it's was well worth it.
Haven’t been there in years. All-time fave, and oh! those pre-dawn promenades.

Underrated sunsets across the way in Squantum, too.
I looked at a house there 10 yrs ago really liked the location but the floors and ceilings weren't level and it was a mess of cobbled together diy additions over 60 yrs.
Oh man, it would've been a PIA fixing it up but you'd be sitting on an unreasonable amount of equity right now if you did.

Anywhere on the outer Cape from Nauset Beach to Provincetown.
Go to the other side and catch it from Fort Sewell. The neck has the best sunsets, and the other side of the harbor has the best sunrises.
