I am moving to JC, and I don't have any family or friends here. Nor do I have a driving license from the US

How do I go about getting a licensed driver with 3 years driving experience to sit with me for my road test?

Hire a driving instructor from a driving school.

Driving school is your best bet. Best of luck!
