The signs aren't contradictory. I'd say No Parking still holds. Also the closer spot is probably within 25 feet of the crosswalk. YMMV.

I would not park where that Nissan is, with or without a permit. But behind it, yes, for either less than 4 hours, or with a zone 10 permit, 24/7, except for street sweeping 10:00 to 12:00 every Monday and Thursday except legal holidays

The contradictory part is that whenever a "no parking" sign has a whiteout sticker over one of the arrows, the city placed that sticker there because there is, in fact, parking of some sort. This particular space would be the only exception I know of. The problem would be solved in this case by removing the whiteout sticker from the sign closer to the corner (or just moving all that signage to the earlier signpost).

I know paint doesn't really matter for anything (because it can't be seen when snow-covered, for example) but in many cases the paint job does corroborate what the signs are saying. And here we have 2 such things:

  1. Red curb
  2. Yellow diagonal fill

No parking any time sign takes precedence over anything, so no.

No Parking to the left implies parking to the right is ok, but it doesn't explicitly say so, you still have to account for other factors. The second sign explicitly says there's no parking in that spot. There's no explicit contradiction, but of course it's suboptimal signage.

My guess is that it used to be a valid spot, as you pointed out with the paint, but they decided to push it back for safety/daylight reasons, and didn't bother pulling down the original sign closer to the intersection. You can go back in time to Nov 2020 on Google Street view to see this: https://www.google.com/maps/@40.7432436,-74.051019,3a,75y,357.35h,70.32t/data=!3m6!1e1!3m4!1syDtDrOL-FG-XV7jRnhITaw!2e0!7i16384!8i8192

The problem isn’t really the sticker. Just a failure of correction during a work order. Traffic & Engineering placed the initial sign where the Hydrant is which is obviously no parking anytime (also why the yellow stripes/red curb are there). This is back when you could stop further up to the light when driving (see the faded line where the white vehicle is turning).

If you notice the newer bold (and messy) white line in Google Maps where traffic flow is supposed to come to a stop at that light is placed further away from the corner due to turning traffic. They failed to black out the old one and failed to update signage. So not only are you supposed to stop at that line when driving but you shouldn’t be parking past it either. That’s why the secondary sign is there.

When they changed the stop line for traffic, they should’ve fully corrected the signs & paint.

& Yes the Nissan can be ticketed. Don’t park past a stop line.
