That means what can we do to make everybody safe, including him. He def needs medical attention.

It's hard to mind my business when he masturbates and smokes weed on my perron every single day.

Why do you even know this "homeless" person's name, jail schedule, masturbation schedule, drug preferences, whereabouts and daily routine? Because you want to. 🤷‍♂️

Chris is a guy who needs medical assistance, but no one cares. Don't know why he went to jail, tho.He stays in downtown on 3rd and 2nd. He's not a bad guy, but he's heavily on drugs and can be very aggressive.

Police can't do anything, but i feel like the city is responsible for helping him out and offering him proper medical treatment at this point. For everyone's safety.

Oh I see. Unfortunately I don't believe Jersey City, or really any municipality in NJ, has the resources to deal with his condition. Pretty much all the mental health facilities are closed and patients, if seen by medical professionals, are released on something like self care. (There was a whole documentary on this a while ago, but based in NYC). Which is why so many are on the streets left to harm themselves, potentially others. It's F'd up but until the mental healthcare systems are overhauled, I doubt there's anything to be done.
