All he told me was that my monthly payment would be 0 as long as I kept the phone for 36 months so I think so

Okay, in your original post you said 2 years but 36 months is 3 years. Also take into account that it can take 2 full billing cycles for the credits to kick in.

Hey man make sure you’re to go straight to Apple and finance, through AT&T avoid any hassle! I would just make sure that your phone is in good condition, and that your plan is supported for the upgrade which is the starter, extra, premium/elite. Also, in my personal experience my iPhone 14 Pro came unlocked and I instantly got the bill credit and I didn’t have to wait two to three months for it to apply. (I traded in an iPhone XS for 350$ but actually got 800$ off)
