Think about it for a second, how on earth could anyone hack you through a SIM card? If that was possible don't you think there would be much more sim card hacking going on?
Life is not the movies, you're being paranoid. Someone activated it already so that you don't need to do it in a language you may not be familiar with in a foreign country, they did you a favour and likely charged you a fair amount for it.

No. You aren't hacked or scammed. Some people buy SIM cards in the target country, activate them, then sell them in the US for sale. It's because it's probably difficult or impossible for you to do it yourself in that country. It's pretty common, actually. They make money by buying it cheap and selling to you for more. You're safe as long as you have control over the phone number which cb you do.
