Same thing happens to me when I turn off wifi and mobile data and then turn them back on. It’s very annoying and haven’t found a solution yet.

Yes, I’m on iOS 16.3 and tried restarting. Still not fixed…

Yep.. Also tried removing locations and adding them again. Still nothing.

its annoying. It worked for me once when I had to ‘re-enable’ the permission for location. Somehow that got missed. It was enabled, but I had to disable it, go out, and go in again, and enable it.

This suggests you turned off a bunch of shiat. Some of those things you turned off are probably screwing you over.

Actually not. It was working fine for months with background app refresh and location off. Then right after iOS 16.2 update, it stopped working.

Well, that was then, and this is now.
I'm not saying this is definitely the cause, but it's certainly possible that apple weather in iOS 16.2 now requires something that you previously disabled.
Of course, it could just a bug. Apple certainly has lots of those.

It seems the weather widget now wants to show the weather in the current location and needs the location permission for this.

I had no problems prior to iOS 16.2. Background app refresh has been off, and no location allowed for weather. I manually entered the location and it was working.
iOS 16.2 managed to mess it up. I’ve tried removing the widget and adding a new one - still the same. Tried turning on location and background refresh, again the same. It occurs when I’m not using phone for an hour or so. It only updates when I click on the widget.
Any solutions?
