the buttons at the top, not the quick action things. stuff like app info, pack apk, view on play store, etc

Why not? It looks nice.
Besides, why is that relevant? This is the UI of that person’s own phone, and each person’s device ought to be tailored to what they like. It’s their phone, they like it. Your negativity isn’t relevant.
