You don’t simply get hacked and a VPN won’t change anything.

Enable 2 factor authentication on all critical (and tbh non critical too) internet accounts, which the vast majority these days will support

What do you mean hacked, can you describe what you have been experiencing? Did you change your passwords after the first time. Can you explain the steps you took setting up your mew device?

And yet you keep using the same Apple ID and password for each new phone.

Do you trust the VPN you are using? Perhaps you are connecting to the hackers and giving them everything they need?
