I tried a million things and seems like nothing is working. Is there an app or something that enable air play 2 between my iPhone and my tv?

It just opens the Apple TV app and it just looks like a Netflix style app

Could be in your tv settings. Also make sure both are on the same network. All else fails, factory reset tv, restart phone, see if that works

YouTube videos, or any videos on any app. Nothing works. The tv never comes up on my screen share and is never found on the air play menu either. My tv is on the same network and everything

Set up HomeKit https://i.imgur.com/YIwK6OG.jpg
Scan the QR code in the home app https://i.imgur.com/YF2v8gm.jpg
That will add the TV to your home and should resolve your issue.
