I had this issue with my iPad recently. Do you have it set up with a beta profile? If so, go to settings -> general -> VPN & Device Management, select the beta profile and remove it. Once you’ve done that you should be able to download iOS 16, so you can remove the downloaded 15.7.

You hit the nail on the head. It was the beta profile. Deleted and worked right after. Thanks!
