Having internal storage and having cloud storage is not the same thing.

Using iCloud Photos still requires for you to have some internal storage available.

Yes, it still needs to save a small resolution version of the photo on the phone's storage.

And your point is exactly why I do not use iCloud Photos. Would love to see Apple finally give the option to fully save an image on iCloud without taking any space on the device.

It does. But there are limitations to how compressed the files can be and still give you access to them. For example I have 14GB in iCloud Photos taking up 800MB on my iPhone and 400MB on my iPad, due to it only having 32GB of storage. You still have a finite amount of phone storage, and once filled up the only thing you can do is backup your photos from iCloud to a computer. You should be able to see the compressed amount of storage vs iCloud storage used by comparing the storage in iCloud settings and iPhone storage setting.

No, iCloud is a sync service so when a photo is deleted from the device it’ll be deleted from the cloud and other devices as well. You could backup to another service and then delete.

No, and moving them to a different service would be difficult and would probably require a computer, as it would have to download the photos to your device before uploading to a new service. And you don’t have the space to do that.
