I have the exact same issue in my iPhone 13 Pro Max telephoto lens and it came out of the box like this! You’re the first person I’ve seen with the same issue

I had this issue on my iPhone 8’s back camera for some reason, it didn’t cause any issues with photos other than on Snapchat but I never found a solution as I’m pretty sure it’s a hardware related with the Image Stabilization.

Does it happen when you take video of a scene that has no depth?

I'm wondering if it's the auto focus range finder going wonky due to the small size of the subject in the video.

Probably defect OIS. Hope it’s still under warranty otherwise it’s probably going to cost a pretty penny.
