I just took a look in settings, and I swear it used to be there but it's not anymore. There used to be a setting for "always listen for Hey Siri" which included when the phone was in your pocket or face down, at least on my 11. I can't find it on my 13.

Found it! It's in Siri's accessibility settings, not the normal one
