From what I have heard:
- Use 3rd party apps like Halide to take RAW and post process them yourself.
- Take every photo as Live Photo & use the keyframe that you like.
TBH, my iPhone XR took better photos in usual conditions than the 13 - at least more pleasing even if less detailed. Even the skin tones, at least Indian, were better on XR, 13 makes us all orangish.
I could tell one more solution, but then I would get down-voted in this sub. 😅

Just buy a different phone if photography is your priority - get a Pixel or a Samsung - or hope Apple sorts their HDR algorithm. Watch some camera comparison videos in case you consider a switch. But I guess that is an expensive solution 😅
I am sticking with this phone as i don't take many photos and just use my wife's Samsung when taking family photos.

Photos aren't my priority as well. Also, I just bought this phone so there's no way I'm changing it. I didn't buy it for photography. I mainly bought it for the longevity that Apple offers . So, barring the long range photos, close up or normal photos are still dope so it works for me when I actually want some photos.
