I was a PA for a while and had to wrangle extras a few times. You would see some of them doing shit like this all the time in an attempt to stand out/get noticed. Unfortunately for them if they're too weird they just get cut out of the final product. You're background for a reason lol.

I think it’s some behind the scenes footage from a music video or something. Someone posted a longer clip where you can see some professional camera rigs. i just chopped it down and converted to GIF
