None of them are particularly scary in general, but if I had to say then maybe Blair Witch, if for no other reason than that it is heavily oriented around atmosphere.

I should add that it's fairly tense even without VR, which is why I'd choose to over the others, despite those also relying on atmosphere to whatever extent.

Its not on the list, and its a smidge jenky, but Alien: Isolation with the MOTHER VR mod is easily the most terrifying VR experience ive had, easy. And i specifically play VR for horror
