With this budget you would be lucky getting constant 60fps in fullHD.

And if you start from zero and need a monitor and peripherie this alone will eat your entire budget if you want 4k.

600-700 fhd is 100-144fps+ lol that is literally the standard of a fhd midrange build of course it depends on the games but it can do it in optimized games. You're not supposed to buy off best buy or Walmart not even understanding how overpriced they might be.
