the more i think about it, isn't this the same as if you plugged in your phone with it?

the charger is not married to your phone, it has an open relationship

Maybe the speaker can't connect/playback while it's charging? (I had some Bluetooth headphones like that.)

If so, it might be a better use of the charger to charge something away from home and/or that can be used while charging. But the photo doesn't make that clear.

The cable going into the power bank is going into an input port (ie used to charge the power bank) not used to allow the power bank to charge something else.
