He's got low-eye/small face syndrome. I have it too. Makes your forehead look huge. Look where his eyes line up with the top of his ears they are way too low.

May look that way, but this is a long lens shot at a downward angle lol. Eyes are proportionally in the middle of your head, vertically. That's where his eyes are.
