The tortilla gets dipped into the birria, and then the taco is fried until browned and crispy.

I think in OP's case, the taco didn't get fried hot enough, or possibly long enough.

I've made it before, and it turned out fantastically, but I think I'd rather just get it at a restaurant/taco truck next time. It was messy and time-consuming, but then I did make enough to feed 3 families. They weren't my favorite home-made tacos.
