To me, there are two critical elements to pizza; first, toppings have to balance toward salty, that why pepperoni works well. Second, all toppings have to be well cooked and HOT! This doesn’t looked well cooked and hot. But they ingredients look good.

Pretty sure it is well cooked and hot. I can't see how you'd cook the beef better without just burning it.
The cheese type is different from the US though so that may be why it looks less cooked. Also there is a lot of watery vegetables on it that will be soft when cooked and make it look "less cooked".

I like to cool the veg separately so that the brown up better on the pizza.
