You want the center to melt. It’s loose bits of candy going into the oven. During baking they melt and fill the gaps, becoming a single pool. This hardens, sticking to the dough and creating a solid, transparent window in the center of the cookie.

It’s an awesome concept and they look super cool. I personally don’t care for the hard candy center, but kids often like them and they’re fun.
