Yeah came here to say the same. Given that your French subscription works in Germany, wouldnt it be possible for a German to subscribe to a French mobile operator?

They could, but I can only use like 10/15 gigs in europe outside of France

And I pay extra when calling non French numbers so it wouldn't be great

Ah yes forgot this may be limited ; for short trip it's always sufficient.

Ironically if I call foreign EU numbers from my country ( Croatia ) they’ll charge me some ridiculous price like 0.6€ per minute, bit if i ride like 50km and cross border to Slovenia and connect to their network all my calls within EU are free

No, I did wonder about that some time ago and I don't remember exactly what it is, but there is a law/rule in place that prevents it.

Edit: Found the rule. If you used up more data in another country than the one from where you got the subscription, it's no longer considered fair use and the provider can give you a warning, 2 weeks after which you will be charged €2 per GB.

1
