These numbers of that wikipedia article are based on FMI and Heritage published data. In the wikipedia article there are the links.
The FMI grouped the countries by geographic continents... not political agreements. For this reason i mentioned the continent specified by original source data (FMI).

Very puzzling, to say the least. How do most of them pay for welfare and other social spending programs? Large deficit spending? The EU does not permit that. Lotta unanswered questions.

What do you mean? 40 % of GDP in tax revenue is quite a lot and finances most of the welfare and social spending programmes.

I think you're confusing GDP (in the chart) with government spending. GDP is goods produced / services etc.
