Interesting that it's dropping as fast as it's rising for the younger ages. Instead of stepping out of line as kids, they're doing it as young adults now. Perhaps there's just a decent segment of their population that becomes an adult but doesn't have anywhere to turn to make a good living?

You need to nomalize by population numbers within those demographics. We can't tell if those numbers are due to more convictions per capita or if there's just a population increase.

Looks like it's just the 16-18 year olds from a few years ago that are still troubled.
