The numbers are low there because people only have two hands, so can only be caught stealing twice. Maybe a 3rd... but you gotta be real dedicated.

The government chops off heads in the parking lot every week. That's got to be a drag on the supply side of criminality. Europe did that for a thousand years and it led to the most productive society in history.

Yes, but I also suspect that if the punishment for stealing a candy bar were limb removal (not saying it is), than (if I were a cop) I would be much more likely to look the other way when I see kids stealing candy.
