The Benton county Washington one (the most recent) was in someone’s small flock of backyard chickens. Source- I live here and also have chickens. As a result residents have been asked to register their flocks and the feed stores are posting info about how to report dead birds.

The site lists over 50 incidents of Non-Poultry flocks listed with size greater than 100 (the largest is 2000). Those seem pretty big for hobbyist operations.

100 really isn't as big as you'd think. My brother has kept over 30 as a small, part-time hobby in a space no larger than an average living room, and it's consumed very little of his time. I could see an individual keeping 100 with a yard and just a little more time
