Honestly seems like a chill dude.

Would probably run into him in the rundown part of the space station colony and ask about local rumors. Has quest-giver energy. Something about the way he's standing.

Having replayed the Mass Effect series recently, my immediate thought is that he looks very Prothean, possibly another mutation from the Collectors, living in isolation
