Can we petition the city to raise funds so we can have some heads attached to the disembodied arms? Or are severed body parts just a normal statue thing now?

It could actually look amazing of the "heads" we're some kind of light instillation and they only appeared after sunset. People could come out as see it transform.

I think it would look good as a wire frame of just the body with a minimum facade for the face. It wouldn't absolutely balloon the cost but it would still be enough to make sure that you think of it as arms rather than a penis.
