Probably a little fata morgana going on there. Especially with the sudden shift to cold weather mixed in with some not-as-cold-yet air right above the water.

More like Looming than Fata Morgana (the latter would make the buildings appear to be floating or inverted). https://en.m.wikipedia.org/wiki/Looming_and_similar_refraction_phenomena
