I dunno what's available in the city but the clock shop in the Savage Mill comes to mind. It's called the Hands of Time. Looks like they do repair.

Mark Mitchell. He was on Read St Baltimore, for many years. Moved because the land lord would not fix a hole in the floor of his shop. Not sure where he is now. But he can fix it.
