Came here to say this, glad I’m not the only one.

It made me think of Woodberry since there’s so much stone there

Maybe they should change the name of the neighborhood to Stoneberry 🤔

This looks to me as a photo take in the old country. My boss once owned a house in Union Sq.
He found a couple of 19th century photos. One was a portrait of a German man, and one was a family standing behind a casket, in front of a church in Easter Europe.
When I see an old photo and every one in the photo looks like they were cut out of the same bolt of cloth, I think Old country. Once they get to America, inter marriage make groups of people look like a patchwork quilt.

No it's definitely Baltimore. From around 1910 I think

What makes you think its Baltimore area? Could be, there were many small quarries and other places where workers of one or two ethnic groups worked. And it could be an off the boat European extended family which gathered for an outing. More data is needed than the photo shows.

It includes my grandfather's parents and he told me it was in Baltimore. They were gathering for the matriarch's birthday and she lived near otterbein and later by druid Hill. I don't know where she was living at this exact time because I don't know the exact date

Ask your grandfather what church they went to

Don't discount this answer. Even if it's not exact, I think it's close. OP are you looking to recreate it?

Open the picture up and look at the back. People generally wrote the date and location on the back of photographs.back in the day

Ok, this sounds crazy, but could it be in the old section of the Zoo? I think some of the old walls have stone like that, and it would be the sort of place a whole bunch of people could go easily. Not sure if they would wear suits to the zoo, but it was a different time.

Hmm that might be it... It would be a little weird but idk

Maybe the old Quaker school in Bolton hill. Made of stone and was a private school. Idk

Not many people realize but Baltimore had several orphanages.... St Leo's, Hebrew Orphan Asylum, St Vincent Infant Asylum, Home of the friendless to name a few. Could be an orphanage.

This is a family though, so unlikely they took a picture at an orphanage

I didn't see all the adults in the back. Cursory glance.

Reminds me a little of the factory photos of the Baltimore majolica pottery with the kids, but those had a brick background.
