All the jurisdictions which piggyback on to the Baltimore water & sewer need to be involved. Its been nearly 80 years of mooching off the Baltimore city system. Rate paying is only part of the need for their involvement. Inevitable restoration and renovation of the pipes to the customer's properties is a big reality, and expanding the system or better yet capping those who are on the outer fringes to build their own systems is needed.
Decades ago MoCo & PG joined forces with the DC system to create a regional system (WSSC).
Yes, there will be a need for big inve$tment, into the Balt system, but the free ride of freeloading is over and all those moneyed property holders in the counties need to pay their share of the burden. Only then is right that they get a seat at the decision table.

This consent decree is about renovating the sewage pipes and stopping the sewage, pollution the city is dumping into the bay. I believe you are right about Baltimore County contributing more, but this is for fixing the current problems, not combining systems.
My neighborhood gets flooded with sewage in the streets and in the basements of many houses because the mistakes the city made with the sewage system. It happens every time it rains now. They need to fix that problem first before changing the whole system or making a new agency for the city and county together.

South Baltimore and NW Baltimore has huge problems w sewage.
