Question in the title. MD HCD houses has acquired houses my neighborhood. I ASSUME it's for section 8 recipients. I have nothing against affordable housing. I don't like that the new neighbors are out of control. Cops were over there for the 4th time last night searching the house and back yard. Noise all night. Trash all over the yard. 2 small kids outside at 11 at night no adults.

The cops told me it's a HCD house. HCD is buying rowhouses to "place" people. Whatever that means. The one on my street and one 2 streets over have a lot of service calls for cops, DV, noise, drug sales. Is this something neighbors get a choice about? OR is there a support resource for section people who get "placed" in neighborhoods?

I feel bad being annoyed. BUT damn they're loud and dirty. 4 cop searches in 4 weeks is beyond.

Call your council person. They're elected to deal with these issues. Also use the 311 non emergency line to deal with the trash and the child endangerment. You keep calling, if you are friends with your neighbors, you have them call too. We had a similar situation with Romanis renting out a house on our block. We spammed 311 and had the landlord fined so many times he had no choice to but evict them.

Unfortunately I'm in Porter's zone. She's worthless. Less than worthless really. I called her office about above ground pools at abandoned houses over the summer. Literal cesspools filled with mosquitoes and dead rats. I got fined. Nothing happened to the pools. I think she and her group take the "spam 311" approach on people who complain.

I called 311 about the trash. So far no fine. The house is owned by the state. Do they care about fines? I'm friends with the neighbors. BUT at this point people know if you call 311 here you get yourself fined.

Wait. What's up with the Romani hate? AFAIK these people are straight outta west baltimore. They're trashy and loud. Nobody said anything about race or nationality. Are people really using 311 to get rid of "Romanis" for no reason? Or did you use 311 to report trash and it happened to be Romanis making the mess. Why even mention race? Now I feel like an ass for even posting about it.

Sorry to hear this OP. As someone who dealt with a trash ass neighbor with sometimes out of control kids in for years, I know how frustrating it is. Sadly, my neighbor was a homeowner and I got fined twice for garbage they sat in front of my house! Went to court to fight and it was a not a good experience. My experiences with 311 however were always pretty decent, but this was Pre-COVID.

Maybe get the media involved to put some pressure on HCD? It's poor oversight and management by agencies like this that give affordable housing a bad name and why nobody wants it in their neighborhoods. Families may need real wrap around services to deal with a multitude of issues, not just a roof to improve the quality of their lives and maintain quality of life for the neighborhoods they are placed in.
