He tried multiple times. I also tried for him. Over multiple weeks. Each time some part of the system wouldn't load. If it were me, I would have called sooner, but he did still try multiple times.

Contact your local state representative. I had to do that almost 2 years ago. The system is broken like it always has been.

Also when they ask questions(your rep). Tell them who you spoke to and when. It should be recorded if I'm not wrong. Also any emails or confirmations. Mine got handled but it was still a PITA.
