Not sure who is responsible for how amber alerts are handled, but waking up the whole house at 4:29AM, including the kids, is a good way to get the service blocked.
There's got to be a better way than scaring the fuck out of sleeping families.

You can turn off the sound for emergency alerts when your phone is in silent mode.
Settings > Notifications > Emergency Alerts

Seems petty to be mad about a missing child. How would you feel if it was a child you knew that was missing and people were mad they got woke up over the alert
Seems also like an opportunity for phone manufacturers to improve. The default option should not be a loud notification in the middle of the night. If a phone hasn’t moved in a certain amount of time and it’s between like 10pm and 6am, have it delivered silently and then have it take up a full screen when the phone is finally unlocked. There’s zero value in waking people up to look for a car but people already out and about could get notified in real time. And when people start to wake up they can be notified first thing.
What actions do you take when you are sleeping and an alert pops up? Do you head outside and look for the vehicle? If not, fuck that kid huh?

Seriously. I want to be alerted if ya know, a tornado is rolling though at 4:30am. That same alert for a missing child multiple counties away from me seems a little questionable. I feel for the kid/family but nothing I can do at 4:30am. Hope they find the kid safe and healthy.
This is the best answer here: use this as an opportunity to refine how these alerts are issued and handled - not just because you don't wake up half a million people in the middle of the night, but because by figuring out how to target the alerts to those devices owned by people in the best position to do something about it, instead of being a nuisance, the alerts are helpful and people don't just go into their settings and turn them all off.

100% this. You want to maximize the signal to noise ratio. Otherwise, like you said, people will just turn them off and then they’ll never get the notifications at all. People fast asleep at 4:30am are useless in a vehicle search. It’s strictly negative value to notify them.

I know I totally hop out of bed at 4:30 am and join the search party with my neighbors. Or at least commit the plate number to memory, then go back to bed for a few hours, and perfectly recall the plate when I leave the house 5 hours later. Just like everyone here upvoting… right people?
Not an ideal solution. There are certainly alerts you might want to get at 4:30am - weather related, as an example. If a very active storm is producing a ton of tornadoes and is heading my way I want to know about it. Or some sort of riot broke out. Because I will take action upon this information at 4:30 am.
But there’s other stuff that isn’t helpful at 4:30 am. I’m not hopping out of bed and looking for a car, just like EVERYONE on here. But if I got in the car at 5:00 am it would be helpful to receive a notification then, even if it’s delayed.
So this is embarrassing. Turns out someone staying here set off a smoke detector right after the amber alert came in. Which is what woke us all up. So yes, my phone was on DND. It wasn't the Amber Alert that woke me, but a smoke alarm, which I thought was the AA, which is why I found it intrusive.
Anyhow, I'll take my lumps for a shitty hot take. And yes, if it was my child, I'd want the world to stop. I was under the impression the smoke alarm in my house was the amber alert.

You can create exceptions for individual contacts. For example my phone is set to automatically go into Do Not Disturb mode after 10pm, but my wife, my mother, and my best friend will always make a ringtone no matter what.

I remember driving at night thru the mountains on i81 when a major storm came and the warning came on the radio. I was in the middle of nowhere. I think since then it’s traumatizing so i have to turn the ambers off but I wish I didn’t have to

Well, the child was found unharmed. I don't know if it was due to the 4am alert or the one in the afternoon. Either way, it sounds like the system worked.
That truly does suck about your fire alarm though. But again it's another system designed to alert you to the emergency.
