I believe it's the sellers job to have it inspected before selling in Maryland.

If the car is sold "as is" it is the buyer's responsibility to have it inspected. Almost all private sales are "as is" unless stated otherwise in the sales contract

I’m not talking about a state inspection, I’m talking about a private, pre-purchase inspection at a trusted mechanic. It’s a good way to both see if there are any major issues with the car, and have a little bargaining chip if it needs work.

Only if you’re buying it from a registered dealership in MD. Not if it’s out of state or if it’s private sale.
