Border Patrol can do stops within X miles (I think it's 100 miles) of a border or international point of entry, which includes the Port of Baltimore, and probably BWI, too.

Yeah literally Border Control has free reign over most of the country as 60% of the population of the US falls within 100 miles of the coastline.
