I don't know if you're being sarcastic or not. But for the 30 years I lived on Falls Rd and watched the parade, it has always been on the first Sunday of December.

Who is the “city” though? The ravens are going to schedule their games and then organizers need to make sure that 82,000 possible parade attendees are available to come to the parade

It's been here before the Ravens existed. This is on the City. They screw one thing up after another. The Ravens don't release their schedule until July. The parade is scheduled way before that date.
