I got his plate info but honestly I’m kinda scared I am always around the area where he crashed onto me. I don’t want to run into him and get into trouble. Baltimore is rough place? So do I just call the cops? Like how would it work at this point ?

if there was damage to your car, you should always call the police to get a record of the incident, regardless of insurance. especially in baltimore.

You can call the police, but they won’t record it or issue citations unless someone is injured; I know from experience when someone hit me and I called them for a record for my insurance company.

Correct. It's not exclusive to Bmore—police will not generally show up in Maryland unless there's an injury.
