Electrical Panel Upgrade Inspection

I would like to ask for your opinion/experience with inspection afer electrical panel upgrade. Specifically, it is normal that the inspector is not coming to phisically inspect the work and approves it based on electrican's photos?

More details: I am a first time house owner and I am also a foreigner (and tehrefore not familiar with US regulations). I hired a licensed electrician to upgrade the panel. I am very happy with his neat job, however I start wondering if he pulled out a permit as I never received a copy.

For the rough-in inspection, the electrician told me that the inspector just asked him to take photos. Now it is time of the final inspection and again the electrician told me that the inspector asked him to take photos. Is this normal/accepted?

If your permit gets approved you should get a small (like 4"x6") signed and dated form from the inspector that you can post on your electrical box. I've only gotten these from inspectors who physically visited the property so I think your suspicions that the work isn't actually permitted are valid.

That being said, it's not the end of the world if the work wasn't permitted and it was done competently and isn't a very visible change (like a fence or deck). Code enforcement is fairly lax here.

It’s a little tricky In the city and trades inspectors are currently very overworked. I can’t say if whoever did your work pulled a permit but it’s not unheard of in the city for an inspector to just ask for pictures, especially if the inspector recognizes the name that applied for the permit.

Thank you. I was able to confirm that a permit was pulled and I am allowing the electrician to take photos for the inspector. However I told the electrician I will pay him only after I get the signed certificate from the inspector
