Just spitballing but took a look at other cities with a Bay and I quite liked San Francisco’s “Ferry Building,” and I think if the city added a water taxi stop directly at the inner harbor that could be an attractive option for both tourists and residents alike to get between Harbor East/Fells and Downtown. And it’d add on to Baltimore’s heritage of markets! Could incorporate a park in some way, and maybe some housing. But most of all, you should be able to see the water from Pratt Street and McKeldin Plaza should actually become a gathering place than a glorified pedestrian island.
I submitted these ideas.

I feel that McKeldin Plaza should be joined to the mainland and no longer exist as an island.
I also think that light street is entirely too wide from key highway to Pratt and needs to be drastically narrowed.
