Erik or Joe at Have Fun Be Lucky in Hampden do some amazing color work. My sleeve was done by Erik and I have a handful of tattoos from Joe, all color and they are holding up pretty well after a few years.

If you can and don't mind going outside of Baltimore, Merv Heiner at Black Lotus over in Hanover did a full color Ghibli sleeve for me three years ago and I still get comments on how the colors pop.
Granted I work indoors and tend to shy away from sunlight but I think he does great work and the shop as a whole is wonderful. Only double edged sword is they tend to have a long wait list for their artists because of how quality they all are lol.
