Edit: when I visited Istanbul, it seemed like stray cats were treated like kings. That is my reasoning.

I mean... there's a whole movie on that topic (Kedi), so it wasn't just your imagination. I've been there too, but only for a few days. Didn't get to hang out with the kitties as much as I would have liked! We saw plenty of them in Greece, too.
